Import for all types of users (guardians/staff) uses the same import tool. If a staff member is also a guardian then one profile will be used only. Do not add duplicate entries for these users, each user has a unique profile which can be both a staff user and a guardian user.
Make sure you look at the user profile's target fields to help you create your import sheet. The 'is staff' column requires an entry of Y/N. This will activate the active employment field on their profiles and add them to the system staff user group.

Top tip: You don't have to enter the same duplicate address for parents and students, as you can create a household and share from one guardian across their family.
For the moment, it is not possible to import custom fields created for users. Use the mass edit function for this.
When you import user profiles, they will remain disabled in status. You will have to send invitations or activate using mass edit for users to gain access to the portal. This will also happen when updating existing records is done. You can reactivate using the mass edit page.
