No need, with the people picker you can select all guardians in a few simple steps.
When sending an announcement, choose the school level, then select guardians/guardians in secondary
We suggest creating distribution groups only for target audience that cannot be found in the people picker. These distribution groups need to be manually administered when members leave or are added.
